Yes. Grinding is not about damage, it is about opening the pore so the coating can bond. A new slab often also has a curing compound on it that has to come off. Newer concrete usually needs less work, which is why these jobs sit at the lower end of the price range.
That is exactly what these systems are for. The failure mode in a hot garage is hot-tyre pickup, where a coating lifts off with the tyre. A properly ground slab with a flake system and the right topcoat does not do that; thin paint from a hardware store does.
